Important Defra Update On Mandatory Recycling Labelling

There has been a key announcement from Defra that mandatory recycling labelling of packaging will now not be included in the first stages of Extended Producer Responsibility for Packaging (pEPR).

While the requirement for recycling labels on household packaging will not be enforced from 1 April 2027 as previously announced, it is important for brands to continue to help consumers recycle.

We understand from Defra that the decision to remove mandatory recycling labelling for the introduction of pEPR is to help avoid potentially unnecessary costs to businesses and frictions to trade due to similar reforms currently being considered by the EU.

This is a temporary position and mandatory labelling will be included in future amendments to the pEPR legislation.

It is important to note that despite this being a minor setback, communicating with consumers through on-pack labelling will remain central to the success of pEPR, so it is important to build on the work that we (OPRL) have been doing for the past 15 years.

We know that Defra will be exploring ways to introduce a labelling regime that benefits businesses and consumers alike. OPRL will be liaising with Defra and will continue to inform our members about the latest developments and continue developing our services for our members. We look forward to working with the packaging value chain on labelling for pEPR as future arrangements are clarified.”
